按照“不忘初心,重振輝煌,近年內綜合排名進入全行業前三名”的工作目標要求,鞍鋼無縫不銹鋼管廠將進行一系列產線升級改造,全面提升企業核心競爭力。努力做好ф340mm機組異地搬遷以及對現有兩條熱軋機組的配套升級改造工作,改造后的三套機組產品規格和組距布局更加合理,同質化競爭局面將得到有效改善,加工成本大幅降低、企業綜合實力顯著增強,成為東北最具影響力的精品無縫鋼管生產基地。調整組織機構,實施承包經營改革,優化人力資源,實行分配制度改革方案。自2008年金融危機以來,無縫鋼管廠生產經營舉步維艱,已步入生死存亡的危險境地。同時,存在管理層級過多,管理鏈條不清晰,“多頭”管理現象。
2015年(nian)11月,無(wu)縫(feng)(feng)不銹鋼(gang)管廠率先在(zai)(zai)鞍鋼(gang)范圍內實施了承(cheng)包(bao)經(jing)營(ying)(ying)改(gai)革(ge)(ge),建(jian)立“采銷研產服(fu)”協同聯動(dong)(dong)(dong)的(de)(de)(de)對市場快速反應體(ti)(ti)制(zhi)。按(an)照(zhao)短(duan)流程、扁平化(hua)(hua)、專(zhuan)業(ye)化(hua)(hua)原則,將組織機(ji)(ji)構從原來的(de)(de)(de)8室1會11各作業(ye)區優化(hua)(hua)為“兩(liang)廠、兩(liang)部(bu)、兩(liang)中(zhong)心(xin)、一會”。全面(mian)實行按(an)市場需求配置資(zi)源的(de)(de)(de)靈活生(sheng)產組織模式,優化(hua)(hua)勞動(dong)(dong)(dong)組織,提高勞動(dong)(dong)(dong)生(sheng)產率。減(jian)少機(ji)(ji)關管理和專(zhuan)業(ye)技(ji)術崗(gang)(gang)位人(ren)員43%;構建(jian)指標體(ti)(ti)系(xi)、責(ze)任體(ti)(ti)系(xi)、跟蹤(zong)體(ti)(ti)系(xi)、評價(jia)體(ti)(ti)系(xi)、考(kao)核(he)體(ti)(ti)系(xi)在(zai)(zai)內的(de)(de)(de)“五(wu)位一體(ti)(ti)”承(cheng)包(bao)經(jing)營(ying)(ying)管理體(ti)(ti)系(xi);創(chuang)新薪酬(chou)分配機(ji)(ji)制(zhi),發揮薪酬(chou)導向作用(yong),實行分配制(zhi)度改(gai)革(ge)(ge)。增強(qiang)績(ji)效獎金調控力(li)(li)度,加大崗(gang)(gang)位之間收入(ru)差(cha)距。徹底(di)打破以責(ze)為中(zhong)心(xin),以崗(gang)(gang)定責(ze),以責(ze)定薪的(de)(de)(de)分配方式,使(shi)員工從傳統被(bei)動(dong)(dong)(dong)的(de)(de)(de)崗(gang)(gang)位職責(ze)執行人(ren),轉型(xing)成(cheng)為有自主(zhu)創(chuang)新的(de)(de)(de)真正價(jia)值創(chuang)造者。2018年(nian),在(zai)(zai)所有無(wu)縫(feng)(feng)人(ren)的(de)(de)(de)努力(li)(li)下,完(wan)成(cheng)全年(nian)軋制(zhi)量39.7萬噸,商(shang)品量36萬噸,利潤(run)9000余萬元,實現無(wu)縫(feng)(feng)鋼(gang)管廠金融危機(ji)(ji)爆發后的(de)(de)(de)首次盈利,創(chuang)兩(liang)線生(sheng)產以來歷史(shi)最(zui)好(hao)水(shui)平。
