  1998-2007年(nian),衡陽華菱不銹鋼(gang)管廠以減員增效、剝離(li)輔助、三(san)項制(zhi)度改革等為主要內(nei)容,加(jia)快轉機建制(zhi)步伐。按照(zhao)建立“政企分(fen)開、權責明確(que)、產(chan)權清(qing)晰、管理(li)科學(xue)”的(de)現代(dai)企業制(zhi)度的(de)要求,衡鋼(gang)以資產(chan)經(jing)營為紐帶,大(da)力(li)推進“分(fen)離(li)輔助、精干主體”的(de)企業改制(zhi)工作,1998年(nian)至1999年(nian),共剝離(li)9個輔助部門。在集(ji)團公(gong)司的(de)扶植下,輔助單位(wei)自我生存能(neng)力(li)不斷(duan)增強(qiang)。

  2017年隨(sui)著國家供給側(ce)結構性改革持續(xu)推(tui)進、鋼鐵(tie)行(xing)業(ye)去(qu)產(chan)能取(qu)得重(zhong)大(da)突破,衡鋼及時對(dui)“十三五”發展(zhan)規劃做出了重(zhong)大(da)調整(zheng),啟動(dong)(dong)中長(chang)期(qi)發展(zhan)戰略規劃編制,繼續(xu)堅持走好(hao)專業(ye)化、高端化、國際化的發展(zhan)路線,圍繞“引(yin)領行(xing)業(ye)發展(zhan)方(fang)向、引(yin)領行(xing)業(ye)產(chan)品標準、引(yin)領行(xing)業(ye)市(shi)場定位(wei)”這一總體目標,在生(sheng)產(chan)組織、質量(liang)管控、產(chan)品研發等(deng)多個方(fang)面深化改革,為企業(ye)發展(zhan)注入新(xin)動(dong)(dong)能。


   盤活人(ren)(ren)力資源,“鯰魚效益”激(ji)發(fa)隊(dui)伍潛能。振興衡鋼,關(guan)鍵(jian)在人(ren)(ren)。圍繞激(ji)發(fa)企(qi)業活力,增(zeng)強(qiang)內生動力,衡鋼持(chi)續完善中(zhong)(zhong)(zhong)層(ceng)(ceng)管理人(ren)(ren)員年(nian)度考評、調整辦法(fa),建立中(zhong)(zhong)(zhong)層(ceng)(ceng)退出通道,努力打(da)造一(yi)支精(jing)(jing)(jing)干高效的(de)中(zhong)(zhong)(zhong)層(ceng)(ceng)隊(dui)伍。2001年(nian)首次對中(zhong)(zhong)(zhong)層(ceng)(ceng)班子實施尾數(shu)(shu)淘(tao)汰,干部(bu)(bu)實現能上(shang)能下(xia)。2012年(nian)起推(tui)行(xing)中(zhong)(zhong)(zhong)層(ceng)(ceng)三年(nian)精(jing)(jing)(jing)減(jian)計劃,每年(nian)減(jian)少中(zhong)(zhong)(zhong)層(ceng)(ceng)職數(shu)(shu)10%,2014年(nian)底行(xing)政序(xu)(xu)列中(zhong)(zhong)(zhong)層(ceng)(ceng)職數(shu)(shu)由142人(ren)(ren)控制在100人(ren)(ren)以(yi)(yi)內。2016年(nian)堅持(chi)自上(shang)而下(xia)精(jing)(jing)(jing)簡中(zhong)(zhong)(zhong)層(ceng)(ceng)隊(dui)伍,行(xing)政和技術(shu)序(xu)(xu)列中(zhong)(zhong)(zhong)層(ceng)(ceng)職數(shu)(shu)一(yi)次性壓減(jian)49個,是(shi)歷(li)年(nian)減(jian)幅最大(da)的(de)一(yi)次。中(zhong)(zhong)(zhong)層(ceng)(ceng)選拔(ba)由推(tui)薦選拔(ba)制調整為公開招聘(pin)制,2017年(nian)在干部(bu)(bu)隊(dui)伍年(nian)輕(qing)化(hua)、專(zhuan)業化(hua)上(shang)取(qu)得突破(po),公開招聘(pin)12名(ming)(ming)中(zhong)(zhong)(zhong)層(ceng)(ceng)副職,其(qi)中(zhong)(zhong)(zhong)35歲以(yi)(yi)下(xia)10名(ming)(ming),研究生學(xue)歷(li)4名(ming)(ming)。至2017年(nian)底,公司共有行(xing)政序(xu)(xu)列中(zhong)(zhong)(zhong)層(ceng)(ceng)75人(ren)(ren),技術(shu)序(xu)(xu)列中(zhong)(zhong)(zhong)層(ceng)(ceng)40人(ren)(ren),平(ping)均年(nian)齡40歲以(yi)(yi)下(xia),呈(cheng)現年(nian)齡結構(gou)年(nian)輕(qing)化(hua)、知(zhi)識結構(gou)專(zhuan)業化(hua)、職位數(shu)(shu)量精(jing)(jing)(jing)簡化(hua)的(de)格局(ju)。


  員(yuan)工(gong)(gong)(gong)實(shi)現(xian)能(neng)進能(neng)出(chu)。2012年前,公(gong)司處(chu)于規模擴(kuo)張(zhang)期,通過(guo)推行(xing)業(ye)(ye)(ye)務(wu)(wu)(wu)和(he)勞(lao)務(wu)(wu)(wu)外包(bao),正(zheng)式(shi)(shi)員(yuan)工(gong)(gong)(gong)人(ren)(ren)(ren)(ren)(ren)數基(ji)本穩(wen)定。2012年后(hou),為(wei)應對日益嚴峻(jun)的(de)市場形勢,為(wei)提高(gao)(gao)勞(lao)動(dong)生(sheng)(sheng)產率,2012-2015年公(gong)司以(yi)裁減(jian)(jian)(jian)(jian)大(da)部分勞(lao)務(wu)(wu)(wu)用(yong)(yong)(yong)工(gong)(gong)(gong)等(deng)為(wei)抓(zhua)手,大(da)力(li)盤活人(ren)(ren)(ren)(ren)(ren)力(li)資源。一方面大(da)量(liang)撤減(jian)(jian)(jian)(jian)、清退業(ye)(ye)(ye)務(wu)(wu)(wu)和(he)勞(lao)務(wu)(wu)(wu)外包(bao)用(yong)(yong)(yong)工(gong)(gong)(gong),2012年是公(gong)司裁減(jian)(jian)(jian)(jian)勞(lao)務(wu)(wu)(wu)用(yong)(yong)(yong)工(gong)(gong)(gong)力(li)度(du)最(zui)大(da)的(de)一年,裁減(jian)(jian)(jian)(jian)1200余(yu)人(ren)(ren)(ren)(ren)(ren),裁減(jian)(jian)(jian)(jian)比例(li)達40%。另一方面倡(chang)導“一人(ren)(ren)(ren)(ren)(ren)多(duo)崗(gang)(gang)(gang)(gang)、一崗(gang)(gang)(gang)(gang)多(duo)能(neng)”,建立分流退出(chu)通道,采取緊縮崗(gang)(gang)(gang)(gang)位、強化分廠定崗(gang)(gang)(gang)(gang)定員(yuan)、變革生(sheng)(sheng)產班制、頂替勞(lao)務(wu)(wu)(wu)工(gong)(gong)(gong)、業(ye)(ye)(ye)務(wu)(wu)(wu)整合、自動(dong)化改造(zao)、內退、解除勞(lao)動(dong)合同等(deng)一系列舉措,控制和(he)減(jian)(jian)(jian)(jian)少(shao)一般管(guan)(guan)(guan)理(li)人(ren)(ren)(ren)(ren)(ren)員(yuan)、輔助(zhu)人(ren)(ren)(ren)(ren)(ren)員(yuan)和(he)富余(yu)工(gong)(gong)(gong)序人(ren)(ren)(ren)(ren)(ren)員(yuan),四年間崗(gang)(gang)(gang)(gang)位用(yong)(yong)(yong)工(gong)(gong)(gong)減(jian)(jian)(jian)(jian)少(shao)近(jin)2800人(ren)(ren)(ren)(ren)(ren),其中勞(lao)務(wu)(wu)(wu)用(yong)(yong)(yong)工(gong)(gong)(gong)約1800人(ren)(ren)(ren)(ren)(ren),正(zheng)式(shi)(shi)員(yuan)工(gong)(gong)(gong)近(jin)1000人(ren)(ren)(ren)(ren)(ren)。2016年是公(gong)司裁減(jian)(jian)(jian)(jian)正(zheng)式(shi)(shi)員(yuan)工(gong)(gong)(gong)力(li)度(du)最(zui)大(da)的(de)一年,堅持(chi)精簡高(gao)(gao)效,推行(xing)大(da)部制改革,管(guan)(guan)(guan)理(li)部門個數由(you)14個降(jiang)至(zhi)7個,管(guan)(guan)(guan)理(li)科室控制在55個以(yi)內。借助(zhu)精簡機構、整合業(ye)(ye)(ye)務(wu)(wu)(wu)、頂替勞(lao)務(wu)(wu)(wu)工(gong)(gong)(gong)等(deng)手段,全年減(jian)(jian)(jian)(jian)少(shao)用(yong)(yong)(yong)工(gong)(gong)(gong)1361人(ren)(ren)(ren)(ren)(ren),其中正(zheng)式(shi)(shi)工(gong)(gong)(gong)886人(ren)(ren)(ren)(ren)(ren),所有轉崗(gang)(gang)(gang)(gang)分流人(ren)(ren)(ren)(ren)(ren)員(yuan)均得到妥(tuo)善安置。2017年減(jian)(jian)(jian)(jian)少(shao)用(yong)(yong)(yong)工(gong)(gong)(gong)424個,其中正(zheng)式(shi)(shi)工(gong)(gong)(gong)231人(ren)(ren)(ren)(ren)(ren)。正(zheng)式(shi)(shi)員(yuan)工(gong)(gong)(gong)人(ren)(ren)(ren)(ren)(ren)數首(shou)次“破四”,降(jiang)至(zhi)3941人(ren)(ren)(ren)(ren)(ren)。勞(lao)動(dong)生(sheng)(sheng)產率攀升,全年人(ren)(ren)(ren)(ren)(ren)均鋼管(guan)(guan)(guan)產量(liang)284噸,同比提升48%。


  收(shou)入(ru)實現能(neng)高(gao)能(neng)低(di)。堅持“效(xiao)(xiao)益優先(xian)、兼(jian)顧公平”原則(ze),在勞動(dong)生產(chan)率和企業效(xiao)(xiao)益不斷提高(gao)的(de)基(ji)礎上,增加(jia)員(yuan)(yuan)工(gong)(gong)收(shou)入(ru)和勞動(dong)保障水平。規范(fan)和完善員(yuan)(yuan)工(gong)(gong)薪(xin)酬體系,強(qiang)化效(xiao)(xiao)益導向,鼓(gu)勵員(yuan)(yuan)工(gong)(gong)積(ji)極(ji)投(tou)身創(chuang)新創(chuang)效(xiao)(xiao)活動(dong),將(jiang)收(shou)入(ru)向生產(chan)、研發(fa)、營銷一(yi)線等(deng)為公司創(chuang)新創(chuang)效(xiao)(xiao)人員(yuan)(yuan)傾斜,合理拉開(kai)收(shou)入(ru)差距(ju),形成收(shou)入(ru)增長靠貢獻的(de)薪(xin)酬分配格局(ju)。2018年員(yuan)(yuan)工(gong)(gong)人均(jun)收(shou)入(ru)達9萬元,比1977年的(de)600元增長150倍。


   強(qiang)化技(ji)術(shu)(shu)(shu)(shu)創(chuang)新(xin),“提檔加速”進軍高(gao)端(duan)產(chan)品(pin)市場。在(zai)引進和(he)(he)消化吸收(shou)國外先進無(wu)縫(feng)鋼(gang)(gang)管(guan)(guan)(guan)生產(chan)裝備和(he)(he)技(ji)術(shu)(shu)(shu)(shu)的(de)基礎上,衡鋼(gang)(gang)插上科技(ji)創(chuang)新(xin)的(de)“翅膀”,開始在(zai)無(wu)縫(feng)鋼(gang)(gang)管(guan)(guan)(guan)制造(zao)的(de)領(ling)域啟航并騰飛。從(cong)1987年到1997年,衡鋼(gang)(gang)進行了大小(xiao)130余(yu)項(xiang)(xiang)技(ji)術(shu)(shu)(shu)(shu)改造(zao)和(he)(he)700余(yu)項(xiang)(xiang)技(ji)術(shu)(shu)(shu)(shu)改進,完成重(zhong)大科研(yan)項(xiang)(xiang)目38個,新(xin)技(ji)術(shu)(shu)(shu)(shu)推(tui)廣14個,其中5項(xiang)(xiang)技(ji)術(shu)(shu)(shu)(shu)獲(huo)(huo)國家專(zhuan)利(li)、6項(xiang)(xiang)獲(huo)(huo)省(sheng)冶金系統科技(ji)進步獎、10項(xiang)(xiang)處于國內(nei)領(ling)先地位(wei)。其中,企業自行設計(ji)的(de)ф108mm三輥高(gao)精度(du)熱(re)軋無(wu)縫(feng)鋼(gang)(gang)管(guan)(guan)(guan)機組有(you)效填補了中厚壁鋼(gang)(gang)管(guan)(guan)(guan)生產(chan)的(de)空(kong)白,引進消化吸收(shou)的(de)Φ89mm半浮(fu)芯棒連軋管(guan)(guan)(guan)機組使企業在(zai)高(gao)壓(ya)鍋爐管(guan)(guan)(guan)、油(you)管(guan)(guan)(guan)市場上搶占先機。


  2003年(nian),衡(heng)鋼(gang)(gang)拉開二次創業的序(xu)幕,進(jin)入新一輪(lun)大(da)(da)技改時期,相繼建(jian)(jian)成了二連(lian)軋(ya)項(xiang)(xiang)目(mu)、大(da)(da)管(guan)(guan)坯項(xiang)(xiang)目(mu)、套管(guan)(guan)加工生(sheng)產線等一大(da)(da)批管(guan)(guan)國家、省市(shi)重點工程。2007年(nian),圍繞“十一五”發(fa)展規(gui)劃(hua),實(shi)施了ф108mm機組(zu)改造,啟動了特(te)大(da)(da)口徑軋(ya)機、煉鐵(tie)系統(tong)建(jian)(jian)設。2000年(nian)至2007年(nian),衡(heng)鋼(gang)(gang)開發(fa)油(you)(you)田用管(guan)(guan)新鋼(gang)(gang)種35個,擁有自主(zhu)知識(shi)產權的經濟型油(you)(you)氣用管(guan)(guan)HS系列用鋼(gang)(gang)種6個,自主(zhu)開發(fa)的HSM特(te)殊扣(kou)申請了專利。


  2008年(nian)(nian)至2018年(nian)(nian),衡(heng)陽華菱(ling)不(bu)銹(xiu)鋼(gang)(gang)管(guan)(guan)(guan)(guan)(guan)廠品(pin)(pin)種(zhong)結構調整(zheng)向(xiang)高(gao)(gao)(gao)鋼(gang)(gang)級(ji)(ji)轉(zhuan)(zhuan)變、向(xiang)具(ju)有自主知識產(chan)權產(chan)品(pin)(pin)轉(zhuan)(zhuan)變邁出(chu)堅(jian)實步伐,高(gao)(gao)(gao)端產(chan)品(pin)(pin)產(chan)量(liang)(liang)穩步增(zeng)長(chang),拳頭產(chan)品(pin)(pin)市(shi)(shi)(shi)場(chang)占有率進(jin)一(yi)步擴大(da)(da),新產(chan)品(pin)(pin)開發能力(li)(li)(li)不(bu)斷提升,成(cheng)為抵御市(shi)(shi)(shi)場(chang)風險、增(zeng)強創(chuang)效能力(li)(li)(li)的(de)(de)重要砝碼(ma)。2008年(nian)(nian)成(cheng)功(gong)開發HS80N抗扭(niu)套(tao)(tao)管(guan)(guan)(guan)(guan)(guan)、HS80-3Cr抗腐蝕套(tao)(tao)管(guan)(guan)(guan)(guan)(guan)、高(gao)(gao)(gao)鋼(gang)(gang)級(ji)(ji)臂架用(yong)(yong)管(guan)(guan)(guan)(guan)(guan)等7個(ge)新產(chan)品(pin)(pin)。2009年(nian)(nian)油(you)(you)套(tao)(tao)管(guan)(guan)(guan)(guan)(guan)產(chan)量(liang)(liang)進(jin)入行業前三(san)強,成(cheng)功(gong)開發直(zhi)連型(xing)(xing)小套(tao)(tao)管(guan)(guan)(guan)(guan)(guan)、HSM-2特(te)殊(shu)扣(kou)、3Cr-13Cr油(you)(you)套(tao)(tao)管(guan)(guan)(guan)(guan)(guan)、熱(re)采井套(tao)(tao)管(guan)(guan)(guan)(guan)(guan)等7個(ge)新產(chan)品(pin)(pin)。2010年(nian)(nian)開發新產(chan)品(pin)(pin)6個(ge),具(ju)有自主知識產(chan)權的(de)(de)HSM特(te)殊(shu)扣(kou)銷量(liang)(liang)突(tu)破(po)2萬(wan)噸(dun),同比增(zeng)長(chang)100%。2011年(nian)(nian),衡(heng)鋼(gang)(gang)與中(zhong)國華電(dian)(dian)集團華電(dian)(dian)重工(gong)裝(zhuang)備(bei)有限公司簽(qian)訂電(dian)(dian)力(li)(li)(li)“四大(da)(da)管(guan)(guan)(guan)(guan)(guan)道”第一(yi)單,填補了(le)衡(heng)鋼(gang)(gang)在(zai)電(dian)(dian)力(li)(li)(li)“四大(da)(da)管(guan)(guan)(guan)(guan)(guan)道”市(shi)(shi)(shi)場(chang)業績(ji)空白的(de)(de)歷史,打(da)破(po)了(le)中(zhong)國電(dian)(dian)力(li)(li)(li)“四大(da)(da)管(guan)(guan)(guan)(guan)(guan)道”長(chang)期依賴進(jin)口(kou)(kou)的(de)(de)格局(ju)。2014年(nian)(nian),衡(heng)鋼(gang)(gang)在(zai)高(gao)(gao)(gao)端油(you)(you)氣(qi)用(yong)(yong)管(guan)(guan)(guan)(guan)(guan)、壓力(li)(li)(li)容器(qi)用(yong)(yong)管(guan)(guan)(guan)(guan)(guan)、機(ji)械加(jia)工(gong)用(yong)(yong)管(guan)(guan)(guan)(guan)(guan)國產(chan)化進(jin)程(cheng)中(zhong)“提檔加(jia)速”。其(qi)中(zhong),大(da)(da)口(kou)(kou)徑拖(tuo)車氣(qi)瓶、P91、13Cr、Gr.8、海工(gong)管(guan)(guan)(guan)(guan)(guan)、石(shi)油(you)(you)機(ji)械用(yong)(yong)管(guan)(guan)(guan)(guan)(guan)等重點品(pin)(pin)種(zhong)的(de)(de)技術障礙(ai)得以掃除(chu),C110、V150油(you)(you)套(tao)(tao)管(guan)(guan)(guan)(guan)(guan)等實現穩定(ding)生產(chan)。2015年(nian)(nian),衡(heng)鋼(gang)(gang)全面啟(qi)動第三(san)輪結構調整(zheng),部分高(gao)(gao)(gao)端產(chan)品(pin)(pin)市(shi)(shi)(shi)場(chang)取得突(tu)破(po),P91高(gao)(gao)(gao)鍋管(guan)(guan)(guan)(guan)(guan)、鉆具(ju)用(yong)(yong)管(guan)(guan)(guan)(guan)(guan)銷量(liang)(liang)大(da)(da)幅(fu)增(zeng)長(chang),L80-13Cr PSL3油(you)(you)套(tao)(tao)管(guan)(guan)(guan)(guan)(guan)、HSTS直(zhi)連型(xing)(xing)油(you)(you)管(guan)(guan)(guan)(guan)(guan)實現批量(liang)(liang)生產(chan)。HSM-2特(te)殊(shu)扣(kou)批量(liang)(liang)進(jin)入中(zhong)海油(you)(you)、江漢油(you)(you)田。4145、4147牌(pai)號大(da)(da)口(kou)(kou)徑氣(qi)瓶用(yong)(yong)管(guan)(guan)(guan)(guan)(guan)首次出(chu)口(kou)(kou)美國。C110油(you)(you)套(tao)(tao)管(guan)(guan)(guan)(guan)(guan)大(da)(da)批量(liang)(liang)供貨塔(ta)里木、西北局(ju),石(shi)油(you)(you)機(ji)械加(jia)工(gong)用(yong)(yong)管(guan)(guan)(guan)(guan)(guan)進(jin)入斯倫貝謝,V150高(gao)(gao)(gao)強高(gao)(gao)(gao)韌套(tao)(tao)管(guan)(guan)(guan)(guan)(guan)進(jin)軍中(zhong)東中(zhong)亞特(te)殊(shu)市(shi)(shi)(shi)場(chang)。公司成(cheng)功(gong)開發SQ14型(xing)(xing)150x150熱(re)軋車軸用(yong)(yong)無縫(feng)方(fang)管(guan)(guan)(guan)(guan)(guan)、壁厚(hou)≤30mm的(de)(de)C110高(gao)(gao)(gao)鋼(gang)(gang)級(ji)(ji)機(ji)械加(jia)工(gong)用(yong)(yong)管(guan)(guan)(guan)(guan)(guan)、HSM-3特(te)殊(shu)扣(kou)套(tao)(tao)管(guan)(guan)(guan)(guan)(guan)、HSTS雙臺肩螺紋(wen)直(zhi)連型(xing)(xing)油(you)(you)管(guan)(guan)(guan)(guan)(guan)。范圍:ф(68~219)mmx(4.5~40)mm,年(nian)(nian)設(she)計(ji)能力(li)(li)(li)為25萬(wan)噸(dun)。


  2008-2018年,衡(heng)陽華菱(ling)不銹鋼(gang)管廠(chang)共有29個(ge)項(xiang)目(mu)獲(huo)市級及(ji)以上科(ke)技進(jin)步(bu)(bu)獎,國(guo)家(jia)科(ke)技進(jin)步(bu)(bu)獎實現從無(wu)到(dao)有,“電弧爐煉(lian)鋼(gang)復合吹煉(lian)技術的研究應用(yong)”榮獲(huo)2016年度國(guo)家(jia)科(ke)技進(jin)步(bu)(bu)二等獎。P91無(wu)縫鋼(gang)管及(ji)其制(zhi)備(bei)方(fang)法(fa)獲(huo)中國(guo)專利(li)(li)優秀獎,另有5個(ge)專利(li)(li)在湖南(nan)省、衡(heng)陽市獲(huo)獎。國(guo)際專利(li)(li)申(shen)請實現突破(po),首次實施PCT專利(li)(li)申(shen)請2個(ge)。主持制(zhi)定(ding)國(guo)家(jia)和行業標(biao)準(zhun)9個(ge),其中國(guo)標(biao)5個(ge)、行標(biao)4個(ge)。
