1998-2007年,衡陽(yang)華(hua)菱(ling)不(bu)銹鋼(gang)(gang)管廠以減員增效、剝離(li)輔助、三項制度改革(ge)等(deng)為(wei)主(zhu)要內容,加快(kuai)轉(zhuan)機建(jian)制步(bu)伐(fa)。按(an)照建(jian)立(li)“政企(qi)分(fen)開、權責明確、產(chan)權清(qing)晰、管理科學”的現代企(qi)業(ye)(ye)制度的要求,衡鋼(gang)(gang)以資產(chan)經營(ying)為(wei)紐(niu)帶(dai),大(da)力推進“分(fen)離(li)輔助、精干(gan)主(zhu)體(ti)”的企(qi)業(ye)(ye)改制工作(zuo),1998年至1999年,共剝離(li)9個輔助部門。在集(ji)團公(gong)司的扶植(zhi)下,輔助單(dan)位自我生存能力不(bu)斷增強。

強化技術(shu)創新,“提檔加速”進(jin)軍高(gao)端產品(pin)市(shi)場。在(zai)引進(jin)和(he)消化吸收(shou)國(guo)(guo)外先進(jin)無(wu)縫鋼管(guan)生產裝備和(he)技術(shu)的基(ji)礎(chu)上(shang),衡(heng)鋼插上(shang)科(ke)技創新的“翅膀”,開始在(zai)無(wu)縫鋼管(guan)制造(zao)的領(ling)域(yu)啟(qi)航并騰(teng)飛。從1987年到1997年,衡(heng)鋼進(jin)行了大小(xiao)130余項(xiang)技術(shu)改(gai)造(zao)和(he)700余項(xiang)技術(shu)改(gai)進(jin),完成重(zhong)大科(ke)研項(xiang)目38個,新技術(shu)推廣14個,其(qi)中(zhong)5項(xiang)技術(shu)獲國(guo)(guo)家專利(li)、6項(xiang)獲省冶金系(xi)統(tong)科(ke)技進(jin)步獎、10項(xiang)處于國(guo)(guo)內領(ling)先地(di)位。其(qi)中(zhong),企業自行設計的ф108mm三(san)輥(gun)高(gao)精度(du)熱(re)軋無(wu)縫鋼管(guan)機組有(you)效填補了中(zhong)厚壁鋼管(guan)生產的空白(bai),引進(jin)消化吸收(shou)的Φ89mm半浮芯(xin)棒連軋管(guan)機組使企業在(zai)高(gao)壓鍋爐(lu)管(guan)、油(you)管(guan)市(shi)場上(shang)搶(qiang)占先機。
2003年(nian)(nian)(nian),衡鋼拉開(kai)二(er)次創業的(de)(de)序幕,進入新(xin)一輪大(da)技改時(shi)期,相(xiang)繼建(jian)成了二(er)連軋(ya)項目(mu)(mu)、大(da)管(guan)坯項目(mu)(mu)、套管(guan)加工(gong)生(sheng)產(chan)線等一大(da)批管(guan)國家、省市(shi)重點工(gong)程。2007年(nian)(nian)(nian),圍繞“十一五(wu)”發(fa)展規劃,實施了ф108mm機(ji)組改造,啟動了特大(da)口徑軋(ya)機(ji)、煉(lian)鐵(tie)系統建(jian)設。2000年(nian)(nian)(nian)至2007年(nian)(nian)(nian),衡鋼開(kai)發(fa)油(you)田用管(guan)新(xin)鋼種(zhong)35個,擁有自主(zhu)知識產(chan)權的(de)(de)經濟型油(you)氣用管(guan)HS系列用鋼種(zhong)6個,自主(zhu)開(kai)發(fa)的(de)(de)HSM特殊扣申請了專利。
